The Workforce Opportunity of Offshore Wind in New York, a report created by NYSERDA, states “[f]ocused attention to ensuring that OSW development maximizes local content, through use of existing ports and manufacturing infrastructure, will be key in realizing the workforce potential in New York.”  

Below we provide some recommended next steps to consider how to provide “focused attention” for industry, labor, government, and those interested in building out an offshore wind industry and workforce.

  1. Exhibit leadership to capitalize on workforce opportunities in Offshore Wind.
  2. NYS DOL, NYSERDA, industry, labor organizations, and workforce development professionals should develop registered apprenticeship programs for jobs/roles where they do not already exist, such as for the wind technician role.
  3. The industry should create internships and partnerships with high schools to promote knowledge about the field and interest among secondary students.
  4. The workforce development system, with the local Workforce Investment Boards at the core, needs to have a flexible framework to train for skills needed for the industry.
  5. Investment in health and safety training for those that are anticipated to work in industry
  6. Encourage sector collaboration to aggregate training where appropriate.
  7. Coordinate and facilitate engagement opportunities between employers and education intuitions.
  8. Promote STEM educational progression and the opportunities and career pathways available for higher-level achievers.
  9. Engage diversity.

In addition, to exhibit leadership, the State of New York should focus efforts on the following:

  • Develop and publish a regular procurement schedule with procurements designed to leverage procurement practices to encourage investment in training and skills throughout the supply chain.
  • Expand engagement with Tier 1 and Tier 2 manufacturing, which can provide local jobs and incentivize the development of related port infrastructure.
  • Continue to promote and invest in port infrastructure, ensuring New York’s facilities are suitable and available to the industry.
  • Invest in and create partnership opportunities in workforce development, ensuring technical and labor institutions are positioned to train and certify OSW workers.
  • Create and implement both long term and short term strategic workforce development plans. Invest in supply chain localization and workforce development on supply chain
